Position Brand Description:

This position will provide oversite to the programs of facilities infrastructure and IFM (Integrated Facility Maintenance) service provider performing all preventive and corrective maintenance, calibration, pest control, grounds, and Security activities within the specified scope around a Biopharmaceutical Manufacturing environment.

The role should have a good understanding of the site’s facility infrastructure including building envelopes (including roofs), arbors, roadways, landscaping, sewer, flooring, waste, fire/life safety, and the criticality of their use/or function. Assure that facilities and related infrastructure are “fit for use” when needed and in state of compliance.

Understand the design history of the plant/facility (including Code, Environmental and/or other regulatory limitations which may exist).

Effectively support local capital projects and apply business case analysis to decisions requiring investment.

Understand and apply engineering, quality, and health, safety and environmental requirements and practices as defined in Lilly Global Engineering Standards (http://lillynetcollaboration.global.lilly.com/sites/EngineeringRequirements/default.aspx) and Best Practices (http://lillynetcollaboration.global.lilly.com/sites/EngineeringRequirements/BP/default.aspx) , Global Quality Standards (http://lillynet.global.lilly.com/sites/GQS/Pages/Default.aspx) and HSE Standards (http://lillynet.global.lilly.com/sites/GlobalHSE/HSEstdswiki/default.aspx) . Know what jurisdictional codes apply and work to achieve ongoing compliance.

Know, understand, and apply the appropriate level of Root Cause Failure Analysis to determine the cause and develop the countermeasures to prevent the problem from reoccurring.

Key Objectives/Deliverables:

Manage for Results /Strategic Planning:

Lead the facilities management program for the Branchburg Site facilities including the relationship with the IFM service provider. Activities include, but are not limited to: Work Order management and execution thru Computerized Maintenance Management System (CMMS) Spare Parts management Contract tracking Tool Support the Fit and Finish program for the site Financial tracking and compliance with annual budgets Develop and track KPIs for each contracted service supplier Support Pest Control Management Maintain compliance with Job Plans, Calibration Procedures (CPs), and Standard Operating Procedures (SOPs) Deviation, CAPAs, and Change Control management Fire Systems Participate in SRMs related to contracted service supplier Lilly sponsor for contractors

Ensure IFM objectives align to current and mid-term company priorities. Be responsible for forming, facilitating and/or leading the appropriate governance structure for outsourced partner operations, setting of relationship goals and success indicators and metrics and monitoring adherence to contract performance through regular meetings (e.g., Operations Governance Committee meetings) with supplier management. Serve as first Lilly management contact for contract interpretation, customer questions/issues and any issues requiring escalation.

Support local capital projects and ensure are delivered with safety and quality within time, budget, and scope constraints. Main responsibilities are related to facility projects:

Capital scope for Facilities Projects / User Requirement documentation

Support reviews / approval including design, specs, and procurement with area owner and Subject Matter Experts (SMEs).

Oversee field construction as needed, contractor performance and HSE compliance

Change control and Documentation management including C&Q

Perform Post-project evaluation form (i.e. final inspection)

Lead required inspections of building envelopes, roof, arbors, sewers, and roadways to identify deteriorated or distressed structural components that may require repair or replacement and provide recommendations.

Shall use expertise to support the Design and Implementation of new or modified equipment, Utilities and Facilities to ensure compliance with engineering and qualification requirements described in the company standards and procedures, and to also ensure alignment with applicable regulations. Review that:

Changes in facilities are still within allowable load limits for buildings and structures

Building Code analysis has been performed to ensure the proposed new function meets Building, Fire and other Codes

New changes are in compliance with allowable occupancy limits for rooms

Design considers clearances to be maintained (i.e. Egress width & height, maintenance accessibility, Fall protection anchor points, Transportation equipment, Access to electrical panels)

Comply with all HSE requirements for the job such as, but not limited:

Comply with the programs, procedures and politics of the Industrial Hygiene, Occupational Safety and Environmental groups. In case that the tools are not available, must request them to their supervision. It is his/her responsibility to request the basics tools to perform their job in a safe and healthy manner (ex: equipment, trainings, etc.) In case of any concerns, they must immediately communicate with the Industrial Hygiene & Occupational group (H&S). Also, ensure training plans are adequate for all contractor personnel supporting facilities works.

Identify and alert of potential risks observed in their area and notify them to their supervision.

Manage Relationships with Key Stakeholders and Customers:

Needs to interact with other Lilly departments and external suppliers and has the ability to negotiate and influence priorities with all of them.

Basic Requirements:

  • Bachelor of Science (or equivalent work experience) in Engineering discipline required.

  • Minimum 5 years of experience with increasing responsibility in a Regulated (Pharmaceutical, Biopharmaceutical, Nuclear, etc.) Maintenance/Engineering organization

  • Experience with Pharmaceutical Manufacturing equipment in a Regulated industry.

Additional Preferences:

  • Knowledge of industry standards and regulatory requirements for maintenance and calibration of equipment within a cGMP regulated Facility. Experience with a Computerized Maintenance Management System (CMMS). Experience in integrated facilities management a plus.

  • Must have outstanding organizational and time management skills that will allow for effective prioritization of activities.

  • Ability to resolve conflict and promote good decision making among team members

Other Information:

  • Travel not required. Lifting requirements not needed. Supports 7day/24 hr. operations. Required to be on call.  Shift work may apply.
