The Associate - Global Mobility will develop policy and manage the day to day operations of Elanco’s international mobility programs and US domestic relocation. The incumbent of this position will serve as the expert within Elanco Human Resources on the proper selection and utilization of global mobility programs, including immigration and relocation strategy for International Service Employees (ISE), Short-term Assignments (STAs) and US localization, requiring permanent US work authorization. In addition, this position will develop programs and manage processes for US domestic relocation. As the primary point of contact for these programs, the Consultant – Global Mobility must network across a broad array of internal and external partners, including the Elanco Compensation & Benefit team, global HR Business Partners, Elanco HR Shared services hub, external vendors, Elanco leaders and employees that are part of these programs.

Key Objectives/Deliverables

  1. Design, define and manage policy and benefit provisions for International Mobility programs such as International Service Employees (ISEs) and Short-term Assignments (STAs). Provide consultation for HRBPs and Elanco leadership on philosophy and use of mobility programs.

  2. Conduct external benchmarking and lead policy revisions to ensure programs are market competitive and meeting business and employee needs; review and approve exception requests.

  3. Oversee day-to-day operations of International Mobility programs being administered by outsourced providers – review and approve initiations submitted within the US; work with external vendor on immigration strategy; ensure compliance with Service Level Agreements; ensure that delivery of services provided by external vendors is efficient and transparent resulting in high satisfaction with assignees; research and resolve any escalated issues.

  4. Manage relationship with US domestic relocation outsourced vendor. Partner with Elanco Recruiting & Staffing team to provide proper tools and information to candidates and/or new hires.

  5. Develop billing strategy and processes – ensure affiliate compliance with payment of expenses and invoices received.

  6. Administer ISE compensation processes in collaboration with global payroll teams. Respond to inquiries from international transferees, global affiliates and/or vendor; review and approve all ISE pay packages created by vendor prior to distribution to global affiliates and international transferees; ensure monthly payroll reconciliation is completed for all home and host countries.

  7. Consultant and partner with host affiliate HR on processes for US-inbound transferees – provide compensation data to outsourced provider for creation of ISE pay packages; alert host supervisor of on boarding responsibilities.

  8. Metrics and reporting – Design, collect, and report metrics for all our international staffing programs; work with outsourced provider to streamline the process and make more data available via self-serve.
