Key responsibilities:

  1. Create positive customer experiences through effective communications and high quality win-win proposals
  • Further develop new approaches and strong relationship with key Shanghai/Jiangsu provincial government departments, eg. SH/JS DRC, Bureau of IIT, Foreign Affair Office, Bureau of Commerce and etc., and key stakeholders in Suzhou Industry Park, Zhangjiang High-tech Park, Shanghai Free Trading Zone, Pudong New Area.

  • Support GA related part on resolution of specific business issues, particularly in SH HQs and Suzhou plant

  • Maintain the win-win partnership with influential associations, i.e., Amcham Shanghai, USCBC, SAEFI and etc.

  • Enhance key issues discussion/workshop with key stakeholders and leverage the resource of the associations

  • Explore project cooperation and advocacy efforts on strategic industry issues/topics

  • Explore the opportunity for local government recognized reward, eg. IBLAC and Shanghai Mongolia Award

  1. Support Lilly Connected Care Program (LCCP) from Government Affair perspective
  • Work with BU and Marketing team to develop government related strategy and planning in the full rollout of LCCP

  • Lead, drive and organize outreach and engagement efforts with governments related to LCCP in targeted areas identified by the project team

  • Explore the opportunity for project cooperation related to LCCP with regional governments at various levels

  • Plan and lead promotion of LCCP to government institutions at central and local for awareness, recognition and advocacy for the purpose of project rollout and corporate reputation

  1. Reinforce GA fundamental
  • Strengthen communication and collaboration with other internal functions/teams, including inner CA department, BUs of China affiliates, Suzhou factory, LDRDC, ELANCO and Global functions, focusing on generating more local voices of recognition and support for GA

  • Act as gatekeeper of GA related workflow and SOP in the company

  • Key stakeholder mapping of Lilly business value chain

  1. Support for GA/CA general affairs
  • Prepare and support for China visit of global management team

  • Provide talking points, reference materials on healthcare policy for management team’s internal/external speech

  • Support advising and consulting to CA lead team and China ELCEC on GA related affairs

Requirements:

  • Minimum 8 years’ experience with a successful track record in policy setting environments in government, and/or in policy and government relations functions with a corporation, consultancy, trade association or special interest group. Life science, pharmaceutical, health relevant background are preferred.

  • Strong existing relationships with Shanghai, Jiangsu and other provinces government officials, policymakers, and agencies will be preferred.

  • Strategic thinker with demonstrated operational, analytical, negotiation and consensus building skills, and strong executive presence.

  • Ability to manage multiple initiatives and to work in (and cultivate) highly collaborative and cross-functional teams (internal and external).

  • Excellent verbal, written English and Chinese as well as interpersonal communication skills
