This position will help develop and advance Lilly’s global enterprise-wide policy in value-based healthcare, including pharmaceutical value-based pricing, assessment, and payment reforms.
The role would coordinate and collaborate internally across global public policy, corporate affairs and our global and US affiliates to support our value-based healthcare vision and help coordinate strategy alignment in order to achieve our enterprise-wide value-based healthcare goals.
This position would also support developing and assessing value-related company policy positions for immediate and longer-term issues; and recommend essential capabilities and resources Lilly will need to engage effectively in shaping our value-based policies.
Primary focus areas will include value-based pricing and payment reforms, conceptualizing innovative alternative payment model demonstrations, providing policy leadership in health technology assessments and value assessments, and building global partnerships critical for our success in value-based healthcare.
The role will work closely with the leaders within corporate affairs, Lilly USA, global affiliates and business units, and other relevant industry organizations to form key relationships, increase awareness, and leverage Lilly as a leader in health policy.
Issues include biopharmaceutical value-based pricing, value-based payment reforms, broader health system and physician payment reforms, international value-based purchasing reforms, advancing health equity and patient-centeredness; and other topics critical to maintaining an innovation ecosystem that supports value, access, and continued development in life sciences and biopharmaceuticals.
Position reports to Global Head, Public Policy.
Serve as a policy content expert on high priority U.S. federal and global health policy issues concentrated in value-based healthcare, including value-based pricing, assessment, and payment reforms.
Help conceptualize and advance CMS Innovation Center and commercial insurer innovative payment model demonstrations, in partnership with corporate affairs and Lilly USA.
Lead and support value policy development globally, in collaboration with our international business units and affiliates.
Work collaboratively across corporate affairs and affiliates to identify, manage, and develop creative value-based policy approaches that address issues within key therapeutic areas such as oncology, diabetes, and/or Alzheimer’s disease.
Engage and build strong relationships with external think-tanks, academia, policy organizations, patient groups, and other stakeholder groups to advance value-based healthcare principles.
Participate in industry policy and research agenda development via major trade associations in conjunction with Lilly colleagues also engaged in such activities.
Prepare briefings and present information to individuals and groups of varying sizes and levels of leadership (must be experienced presenting to C-Suite level audiences). This includes CEO-CEO engagement and trade association engagement.
Attend and present at key industry, academic, policy-oriented conferences to showcase Lilly policy positions.
Represent Lilly in group collaborations and health policy-related forums.
Develop research agendas for third parties, as needed, to support key issues.
Maintain awareness of political and policy trends in order to anticipate issues and customer needs.
Master’s degree in public policy, public health, public administration, economics, or related field with at least 8 of work experience in health care public policy and/or applied policy environment (academic think-tank, biopharmaceutical industry, other academia, trade association, government, stakeholder organization, or payer organization preferred).
OR Bachelor's Degree with 10+ years of experience as outlined above.
Knowledge of U.S. public and private health financing and insurance models, including Medicare Part B, Medicare Part D, and commercial insurance required.
Knowledge of major international drug coverage, payment, and health technology assessment models preferred.
In-depth knowledge in value-based healthcare, including pricing and payment reforms, real-world evidence development, and quality measurement.
Knowledge and/or experience with policy issues affecting therapeutic areas such as oncology, diabetes and/or Alzheimer’s disease.
Knowledge of key stakeholders in the U.S. health care environment and ability to develop proposed policy approaches adapted to key policy makers.
Demonstrated effective leadership and influence skills
Demonstrated ability to create internal and external networks
Ability to develop business cases for project proposals
Demonstrated project management skills
Excellent written communication skills are critical for this policy work.
Strong oral presentation skills
