This position is within our Global Public Policy team, focusing on US federal policy, including U.S. federal and commercial drug pricing, payment, coverage, and access reforms, government programs (e.g., 340B, Medicaid Drug Rebate Program) and other emerging biopharmaceutical and related health policy trends in the U.S. environment. Responsibilities will include public policy development, shaping, analysis, and translation to ensure Lilly is positioned as a global leader in public policies that ensure patients have access to high value innovation.

The role will work closely internally with leaders in GPP, corporate affairs, Lilly USA, and our business units as well as externally with other relevant industry organizations, think-tanks, and policy organizations to support policy development and shaping. In addition, this role would also partner with colleagues within and dedicated to our oncology, diabetes, Alzheimer’s, and/or immunology product portfolios to ensure policy support and development aligns with business priorities.

Issues include biopharmaceutical pricing, reimbursement, payment reforms, coverage and access, health financing, health system design reforms, and other topics critical to maintaining an innovation ecosystem that supports continued development in life sciences and biopharmaceuticals.

Position reports to Global Head, Public Policy.

Serve as a policy content expert on high priority U.S. federal and commercial health policy issues, drug pricing, payment, and coverage reforms, benefit design and other relevant financing and access programs.

  • Work collaboratively across corporate affairs and affiliates to identify, manage, and develop creative policy approaches that address issues within key therapeutic areas such as oncology, diabetes, Alzheimer’s disease and/or immunology.

  • Critically review and analyze regulatory and legislative proposals and identify the potential policy, political, and financial impact to the company in partnership with cross-functional partners

  • Identify and develop data and evidence to support company positions, working in collaboration with colleagues within policy and related functions.

  • Develop policy tools (issue assessments, key messages, leave-behinds, info-graphics) to support government affairs, advocacy, and communication outreach on federal issues.

  • Provide policy analysis and support the development of public comments on priority federal pricing, coverage and reimbursement policy (CMS) through the Federal Action team.

  • Build and maintain strong collaborations with external think-tanks, academic groups, policy organizations and associations.

  • Participate in industry policy and research agenda development via major trade associations in conjunction with Lilly colleagues also engaged in such activities.

  • Prepare briefings and present information to individuals and groups of varying sizes and levels of leadership (must be experienced presenting to C-Suite level audiences). This includes CEO-CEO engagement and trade association engagement.

  • Attend and present at key industry conferences to showcase Lilly policy positions.

  • Represent Lilly in group collaborations and health policy-related forums.

  • Develop research agendas for third parties, as needed, to support key issues.

Basic Requirements:

  • Master’s degree in public policy, public health, public administration, economics, or related field with 5 to 7 years of of work experience in health care public policy and/or applied policy environment (academic think-tank, biopharmaceutical industry, other academia, trade association, government, stakeholder organization, or payer organization preferred).


  • Bachelor's Degree with 10 years of work experience as outlined above

Additional Skills/Preferences:

  • Knowledge of public and private health financing and insurance models.

  • Knowledge and/or experience with CMS-specific drug coverage and payment systems.

  • Knowledge and/or experience with policy issues affecting therapeutic areas such as oncology, diabetes and/or Alzheimer’s disease.

  • Knowledge of key stakeholders in the U.S. health care environment and ability to develop proposed policy approaches adapted to key policy makers.

  • Experience working in or with academic experts, think-tanks, and strategic consulting firm(s)

  • Demonstrated effective leadership and influence skills

  • Demonstrated ability to create internal and external networks

  • Ability to develop business cases for project proposals

  • Demonstrated project management skills

  • Excellent written communication skills are critical for this policy work.

  • Strong oral presentation skills

  • Position is located in either Washington, D.C. or Indianapolis, IN, Eli Lilly and Company

  • 10-25% domestic travel required.
